What Is Change of Land Use (CLU)?
Change of Land Use (CLU) is the official permission obtained from the Delhi Development Authority (DDA) or the competent authority to change the designated use of a plot of land from one category to another, such as from agricultural to residential, residential to commercial, or commercial to mixed-use. Under the Delhi Master Plan 2021 and the DDA Act 1957, CLU is mandatory before any construction or development activity that does not conform to the existing land use classification. The application process involves submitting a CLU application to the DDA, publication of the proposal in newspapers for public objections, a hearing before the authority, and finally the issuance of the CLU order upon satisfaction of all conditions. Non-compliance with CLU conditions can result in demolition, sealing, or prosecution under the applicable municipal laws.
