Mutation
"Your final step, make it count with flawless execution."
What Is Mutation?
Mutation is the administrative process of updating land and revenue records to reflect a change in property ownership. Under the Delhi Municipal Corporation Act, 1957, it is mandatory after sale, inheritance, or gift to ensure property tax is paid in the new owner's name. The process is conducted online through the MCD e-Change of Name portal or offline at the local zonal office, typically taking 15-30 working days. It is important to note that mutation does not confer legal title; it is strictly an administrative record update for tax and civic purposes.
Who Needs It & Legal Importance
- Property buyers after sale deed registration
- Inherited property holders
- Gift deed recipients
- Anyone with mismatched revenue records
What If Wrongly Or Not Done?
- Property tax bills continue in the previous owner's name, creating disputes over tax liability and penalties
- Utility connections like electricity and water cannot be transferred to the new owner's name
- Future resale becomes difficult as buyers and banks insist on updated mutation records
